Can't find the relay for the electronic level control(elc) for a 1999 cadillac eldorado
1. Locate the automatic level control height sensor under the rear of the vehicle on the rear suspension support. If the back of the car is too low and will not pump up, ground pin B Yellow wire and see if the compressor will come on and the car will raise.
2. If the car does raise when pin B is grounded, check the powers and grounds to the height sensor.
3. If the powers and grounds are OK and the pump does come on and the car raises when pin B is grounded, the height sensor will need to be replaced.
4. If the car is too high and will not come down, ground pin E White wire at the height sensor to see if the car will lower.
5. If the car lowers when the White wire in pin E is grounded, check the powers and grounds to the height sensor.
6. If powers and grounds are OK and the car does lower when pin E is grounded, the height sensor will need to be replaced.
Tech Tips:
There are two different automatic level control systems for this car; one is without RPO F45 and one is with RPO F45. The system without F45 has an automatic level control height sensor and with F45 the automatic level control compressor is controlled by the continuously variable road sensing suspension module.
Tests/Procedures:
1. Using a head lamp as a load, test the ELC height sensor power/grounds.
2. The power feeds are: Orange wire, pin C and a Brown wire, pin D.
3. The ground is pin A, Black wire.
4. Ground the White wire at the height sensor, check that the vent solenoid in the ELC compressor clicks and vents the air from the system.

What belts are on a 4.6 engine
yep, usually when putting full lock on the power steering (the belt driving the power steer pump if loose ) will squeal. Tighten it up to allow 1/2 inch deflection or slack in the longest section of the belt.
Where are the fuses and relays for windows
Should not be relays for windows
Any fuse may be in your owners manual
or just check all the vehicles fuses under the
hood & inside the trunk & side kick panels by
the front seats, where ever you find the distribution
boxes

it sounds like you have a problem with the TCS Traction Control System it could be as simple as a wheel speed sensor on up to a wiring problem i suggest that you take it to a dealer as they have the right computer to hook up to your car to diagnose the problem they should be able to tell you what the problem is with in an hour of diagnosing it and will take all the guess work out of the repair

I also have a 1999 El Dorado, with 188,000 miles. First my TCS light came on once because I was really racing the car. The car's system went into "reset mode" turning off all of the car's computer controlled functions, Starting with TCS, A/C, ABS etc. This was due to the battery or alternator failing to supply enough electrical current under extreme demands for power and performance. I ultimately had to replace my alternator $450.00. Second, I had a "Check Engine" light on because my transmission was not shifting at the proper times. The computer had to be reprogrammed then the shift pattern was fine.
You should check to see if you car's alternator is working properly by starting the car then disconnection the battery cables while it is still running. If your car still runs, then your alt is okay.
I would also have the transmission's program codes checked and reset if necessary to shift at the right time. When they hook one of those Caddy scopes to your car's main computer, it spits out a series of codes. I do not know how to read the codes, I just know that they can be changed to make the car's performance better. I hope this was helpful.

Power seat not working cadillac
Check that the seat belt mount (often solid plastic or metal that holds the button side of the belt in place next to the center console) is not pinching and preventing the seat from moving forward and back. This happens on many Fords, so it might happen on some GM's too.
If you can hold the buckle mount out of the way while someone else moves the seat backward (or forward), it usually starts working OK again until someone moves the seat to the max forward or max backward position and it gets stuck again
