What is the high temperature range for the coolant
Your question isn't a simple black or white question, it's all relative to how many PSI is your radiator cap and what mixture of anti-freeze your running, and also, how old or new the anti-freeze (coolant) is.
The pressure cap on a cooling system is the key to raising the boiling point of the 50/50 mix of antifreeze and distilled water. For every pound of pressure cap rating the boiling of point of the above mixture raises 3 degrees. If you had plain water in your cooling system with a 15 pound pressure cap the water would boil @ 257 degrees. If you had a 50/50 mix of antifreeze and water the coolant would boil @ 265 degrees with a 15 pound cap. The boiling point would raise to 270 degrees if you had a 60% antifreeze mixture with a 15 pound cap. If you had a 70% mixture the boiling point would raise to 276 degrees.
Where is the "Interior Relay Panel" for an 1989 Cadillac Eldorado? The power trunk will not close and I need to check that fuse.
Before you go looking for the fuse check to make sure there is power going to the electric motor that raises and lowers your trunk lid, If you have power and if you have ground it is a burnt out motor and needs to be replaced. However the relay should be in the interior relay panel against the firewall on the interior of the car behind the dashboard. Until you find the solution you can always take the motor out and turn it to the closed position and your trunk will close like any normal non electric trunk.
Bypass the security system in the ignition
if you are tlking about the RFI receiver for your ignition...it can not be done, you must have the chipped key to match the reciever in the steering column or it just will not start, period.
Controls relay
no there is not a relay for the wipers, they work off a fuse in the fuse box inside the glove compartment of your dash, open the door on the left side off the inside of your glove box to find the fuse pannel

I also had this problem ONCE for about a day and it ended up being a poor connection to the battery, so before you start changing tumblers in your ignition, which could very easily be the problem as well. Check all your battery and electrical connections to make sure they are clean and tight. It could be as simple as that.
Start the car without the key.
First off you wont be able to without causing damage. If you want to drill out the lock tumbler pins, then u can start with no key, or you can be a brute and just smash a screwdriver into the tumbler till it breaks and you can turn the screwdriver like a key. If for some reason the stearing lock is not engaged, or you can disable it another way, you can hot wire the car at the ignition switch, by twisting the constant hot, (red probably) with the other hot, (probably red/ white) and touching the starter wire to this splice until it starts, then remove starter wire. starter wire vary's in color, may be brown.
Car will not start. have done everything that comes in the driver information box and it still wont start. will replacing the ignition switch help?
These cars were made with a built in antitheft security system. The system was designed to shut off the starter and/or the injectors when the correct "chipped" key was not used. The problem is that these systems often fail. Especially vehicles as old as yours. When the system can't read the key properly, the antitheft system turns off the power to the starter and/or the injectors from the ignition. You can still jump it from the starter, but it might not run. Might be something to look into. It's VERY common in GM vehicles.
