Subaru justy starter relay location
Under the hood, there should be a relay box. It will be located near the battery (usually) or on the driver side. It is usually a small black rectangular or square shaped box; lift the top, and look inside the top for the layout (diagram/map) of the relays. Here you will find where the starter relay is at.

The clicking sound you are hearing is 99% of the time related to a bad connection or a battery that will test good with voltage but not have enough amperes to turn the engine. Check and double check the battery terminals and start wires and connections and make sure they are clean and tight, free from damage also. This is the number one area that is missed, I can't stress this enough. Let me know what is found so we can continue.
At times my j10 engine does not want to start. But
if the battery is good, but nothing happens when you turn the key (perhaps a click..), it is the starter solenoid and/or the starter motor.
The starter solenoid gets stuck and worn-out. It can be rebuilt or replaced.
If this is the problem, once when the engine is not starting, try tapping the engine (or the starter motor if you can identify where it is) with a hammer or something hard.. it might work then -and the problem is definitely the solenoid.
