no access panel tank has to come down and watch the rubber ring it is the gasket

check for a vacuum leak and make sure ur o2 sensor is plugged in. the fuel filter is easy to check its on the passenger side in front end under the alternator. mine has 3 hoses contected to it. disconnect hoses and pull out the filter. blow air into the filter if its clogged u wont be able to blow air through or whatever has it clogged will come out. its like $3.99 for a new one. it could also be the fuel regulator sensor if it feels like it wants to stall out when you push on the gas to start going.

It goes on the hose coming from the water pump.

What you replaced is 3/4 of the equation. The only thing left is an obstruction in a fuel line, unless I am missing something, and assuming that all the replacement parts you put on are functioning properly. they probaly keep popping because the fuse is to small and the placement can be found rite on the cap or your car manual

91 through 93 with a 3.3 engine had a problem of sometimes the pcm would decide it had a theft alarm on it even when it didnt...it keeps looking for the signal its ok to start...only fix is to replace pcm. a dealer can tell if this is the problem by gong into the diagnostics and seeing if the fuel is shut of due to vtss

The rail is most likely not the problem, the fuel injector "O" ring seals are likely the problem in the rail.
