My braking system once it
I suspect you have a caliper dragging. This will cause the rotor to overheat and expand, locking up the brakes until it cools down. You could also have a warped rotor that is heating up and getting stuck on the brake pad - either way I would suspect the caliper ( s ) . You can check them by trying to spin the wheels 1 at a time with vehicle raised and brakes warm. If a caliper is dragging and you have a warped rotor, that wheel won't spin smoothly or at all. Another indication would be a pulling to 1 side or the other when brakes are warm. You could actually have a dragging caliper AND a warped rotor. I would start there and to the test to see if this is the problem.

Having problem bleeding brakes cant find the brake
The bleeder screw is in the back next to the brake line into the caliper. Start the bleeding at the right rear, farthest from the reservoir. Then move towards the front left. Keep checking the fluid level and make sure you don't let go of the pedal with the screw loose. Get a 6 point box wrench on there , about 8mm, and a piece of hose to run the fluid into an empty can. Check it out, hope this helps.
A green light came on "ECT PWR", what does that
It means Electronically Controlled Transmission.
Basically in the older models there is an option to turn ECT on which
allows for better acceleration as it's controlled electronically.

Does the 1990 Lexus LS400 master cylinder come
traction control is a separate system. If traction control or ABS is a problem they are taken out of the loop and the normal brakes still work. The master is for the brake system/ The ABS module and valve body and wheel sensors are your traction/antiskip system.
How to replace a thermostat on a 1990-lexus ls 400
open the hood and locate the big hose that comes form the radiator on the top it is under the air channel cover that goes across the top of the radiator remove it and you will see the hose in the middle of the front of the engine remove the 2 bolts and be careful not to spill alot of your coolant or if it is hot to burn yourself once you get the thermostat housing off pop the old one out and put a new o ring or gasket in there with the new one tighten it back up and put the air channel back on and re fill the coolant start it check for leaks and you are good to go if there are no leaks.
There is any relay or fuse to make the air sus.
there is a fuse box under the hood with the big relays that plug into the car right in front of the coolant over flow tank use a screw driver and loosen the two big screws and take it off and turn it over and look inside it and it will tell you which one is the relay for the air sus.

To my knowlegde there is a relay a high and low pressure switch an expansion valve a compressor evaporator and condensor in an a/c system. I have'nt heard of the evp valve. if you talking about the expansion valve it starts out for about $2.00 at the parts store. try another mechanic

Follow the radiator hose from where it attaches to the radiator, the bulb it is attached to contains the thermostat. put the old one in a pan of boiling water to see if it opens and closes if not replace, be sure to clean the surface that this metal bulb rests one both bottom and top and use a good sealer when re installing with a NEW gasket, take care in NOT tightening the two bolts too tight as that is light cast iron or aluminum
How do i recharge the air conditioner
This is best handled by a shop which specializes in AC repair. I doubt you have the proper equipment to flush, lubricate and recharge the system. It isn't as easy as it once was when you screwed a can of refrigerant to the nipple on the low pressure side of the circuit.
