Starter relay clicking, but car wont start
Locate your starter and with the vehicle in park have an assistant hold the key in the crank position while with a test light you check for power at the posts on the starter solenoid. One post shoul have power from the battery, the other from the ignition switch and the other should supply power to the starter motor. Make sure your battery is in good shape and fully charged. If all you get is a click from the solenoid then it's likely that you need a starter. If no power fom battery check battery and positive cable/connection for integrity and tightness. The small post is power from the ignition switch if no power her with the key on the crank position check fuses, park/neutral safety switch and it's related wiring.

sounds like an engine immobilizer problem. close all doors,hood & trunk completely. lock and unlock the car three times with remote, then put key in door lock and lock & unlock three times.
did you accidently try to start with wrong key?
Just did a tune up on my ls400 but still will not
Thanks for the clarification. Engine needs 3 things to run. Compression , fuel , spark.
It's turning over so you have compression.
Check a couple of spark plug wires for spark.
If you got spark , most likely no fuel.
Was it running before the "tune up" ?

The Lexus Link system was abandoned in 2004 due to the systematic shut down of analog cellular phone services. The Link system is strictly analog, and when the FCC directed a transition to all digital for cellular providers, this let the Link System inoperable.
When the Link system attempts to initiate service, it can not and results in an error.
While it is possible you have additional issues, it is rather unlikely, and you will never be able overcome the missing service error.
In March of 2004, Lexus began removing the systems from customer vehicles free of charge. Unfortunately the dead line to have this done as a free service ended in 2007.
You can still have the system removed/bypassed in the same fashion as the temporary recall campaign, but are responsible for the costs incurred. The cost is typically $150 to remove the abandoned hardware and eliminate the voice message error.

Regarding the bluetooth upgrade, there is no later model unit that is compatible that you would be able to swap out unfortunately. You will need to go with a third party adapter such as Parrot in order to have a built in bluetooth system.

You may have corrosion inside your battery cables or a loose connection somewhere.
If you have a voltmeter connect one lead to the POSITIVE post of the battery and the other to the POSITIVE post on your starter while you have a friend crank the engine

This is called a voltage drop test and you should see less than 0.5v on the multimeter while you are trying to start it, if you have high resistance (corrosion bad connections) you will see a higher voltage. 0.5v is the MAX you should see.
Do the same test on the ground side of the circuit, connect to the NEGATIVE battery terminal and the starter case, your voltage reading should be 0.1v or less
Loud noise when turning wheel
that could be the rack and pinion leaking. as far as the noise goes, it is more than likely the same thing. have your local mechanic check it out because if its the power steering pump its cheaper to fix that than it will be to have the rack replaced.

Check the ignition switch, there is battery voltage to the fuel pump and ignition, because the engine starts with switch in the start position, now check the above with the switch in the run position, If there is no voltage replace the switch.

grabbing brakes is more likely no brake pads and / or damaged rotor discs
