While the trans pan is off for filter change, add a bottle of Lucas trans conditioner to the pan before reinstalling the pan. Refill with correct fluid to correct level. That's your cheapest bet. There is a wire somewhere between the fuse box and the horn that is touching metal and grounding out the circut.Follow the wires from the horn to the fuse box carefully you should find your problem.
