The fan should stop when the ignition key is off. Otherwise this is a safety feature that vents the cab to lower carbon monoxide if there is a leak or you are idling in a traffic jam
Parts store sell a hit its not expensive it work with a manuel pump if not you need to put a small pipe and siphon it be carefull not to drink the gas by the kit if not you gonna have a bad taste in your mouth
The neutral safety switch is mounted on the transmision behind the shift arm. If it fails, the whole switch must be changed. A schematic can be obtained by buying a repair manual at any parts store. Although I don't know why you need it. The switch eather works or it doesn't.
If you did not turn the crank to set the Top Dead Center of the first piston while putting on the new belt, then it won't start because the timing is wrong.
On the other hand, if you did a perfect job of resetting the camshafts while putting in the new belt, but the old belt broke while the engine was running, the valvetrain may be damaged already. Depending on which engine is in your legacy, it is likely an Interference engine, meaning that when the timing belt breaks and the pistons are going up while the valves are going down, they hit each other and the valves get bent. You can do a compression leakdown test to find out if this has happened to you.
DO YOU HAVE ENOUGH FUEL ? DOES THE FUEL PUMP WORK SENDING FUEL? HAS THE IGNITION SYSTEM SENDING SPARK TO THE SPARK PLUGS ?CHECK WHETHER IS THE CRANK OR CAM SHAFT SENSOR.
