What is the year your legacy. Normally the ignition coil is located on the top of the engine. Just follow the spark plug wires to where they plug into the coil. If replacing make sure to draw a diagram of where the wires went into the old coil.

power as in measured 12vdc power? or it dont buzz. power. most all, cars, and trucks, no year stated.? the pump can only run ,cranking or running engine. some you get fuel prime for 3 seconds, only key on. so if you check the pump it WILL Be dead. no 12vdc (by design) so crank it. rules if the road. the PCM will cut fuel if it thinks spark is bad. (and others ,ask) so fueling is last. unless the pump is dead cranking, is it dead cranking? dead means , either no 12vdc to pump cranking or pressure is too low cranking.

Hard to tell from the question, but it could be that the drive belt that assists the power steering pump is loose or worn. Check any and all drive belts for proper tension and condition. The power steering pump is mounted top front of the motor. It has a fill cap on top where you can easily check if it needs power steering fluid. On the old subarus, they recommend using ATF (automatic transmission fluid) instead of power steering fluid. Hope this helps!
