I would recommend pulling the driveshaft and inspect the U-joints, if that is not the problem it is possibly caused by the pinion output shaft in the rear end, that was the case with mine. Hope this helps get you going in the right direction

Why wont my 98 plymouth neon cold start wont idle till it warms up alittle

Possible coolant temperature sensor. It relays info to PCM which in turn regulates fuel needed for different engine temperatures. If sensor is faulty, it may be telling PCM that engine is already warm, when it's actually cold and needs a richer fuel mixture.

My 1998 neon I just bought has the radiator fan wired to the ignition switch so it runs all the time, how do I retire it back the way it goes?

auto zone has a repair book on your car for about $20.00, and it will have wiring in it.

Ihave a 1998 plymouth neon, just recently changed the front passenger strut assembly now the wheel can be turned atleast 10% and it will still go straight also the steering feels very light and almost

You can't just change one strut, you must do both. Your problem is the rack and pinion assembly and the links. There are rebuilt ones that are far cheaper than new ones from NAPA. You should also check the universal joints and front stabilizer bar bushings while you are at it as a precaution. You have a serious failure.

My 98 neon is a good car but I bought it and then realized the radiator is wired to the ignition switch and runs all the time. How do I wire it back the way it should be?

In all probability, this was a quick solution to an engine overheating issue. While it does work, it should have been temporary until the cause of the overheating was resolved. However, being that you say "it's a good car", leads me to believe that it has been dependable for your driving needs. You have a choice, leave it as is and hope it continues to drive without overheating; or start replacing cooling system components such as the fan or fan motor or fan motor bearings. It all depends on how much money you want to spend. Before replacing anything, go online and price those parts. You may want to follow the adage of "if it ain't broke, don't fix it." You could also install a toggle switch so that the fan will engage only when you start the engine and so that the fan will not run with the engine off. This worked on a car of mine long ago. Finally, no the fan running will not decrease mpg but can certainly drain your battery and leave you stranded.
