The paint is not covered under any warranty. Especially for anything over 15 years old. Even if you purchased a warranty extension through US Fedelis or equivelant, It is still not covered.
It will probably cost about $2000 to have it repainted. You can always call around for cheaper prices.

tell him to take it to an auto parts shop they replace them for the cost of new blades

if your trying to find an oil leak wash engine off drive for and hour and check with a light to find leak. and engine diagram won`t find the leak.

the regulator is in the computer and the only way to fix is replace computer.

It sounds like an alternator, yet you say the fan still worked after you disconnected the battery? And the car was still running? Or the car died out. Sorry, need some more details on this one.

if the indicator work on both side then the hazard relay has gone some time they are in the same relay as the indicators

Relays are usually found in the engine compartment near the battery. You should find a small (square or rectangular) black box (usually black). Take off the cover and reveal the relays - the inside of the cover should indicate which relay is which - here you'll find the fuel pump relay location.

• To change the third brake on a 1989 Reliant you basically pull out ******* the cover and it pops off the rear window.
• Now you give the bulb socket a quarter turn to the left.
• Now pull the old bulb strait out.
• Now replace the bulb socket.
• Now firmly replace the cover.

did you try shifting down? see if that changes anything
