1997 Mercury Cougar. I lost the keys. How do I replace the lock cylinder please?

You are going in a very wide 'around the house' route to fix something very simple and missing some important steps.
You only need another key made based on the VIN Number of the vehicle. They all have a code, and the locksmith if properly registered can cut you a key to fit based on the key code assigned to the VIN.
Then you have to have the anti-theft chip in the key linked to the ECM (engine control module) to allow you to start the vehicle. Get two keys made. You are supposed to have a key cut when you lost key number 2 and were only left with 1 key..
Is the radiator fan relay and powertrain control
Checking the wiring diagram shows that its built into the pcm. Have you checked and confirm there are no blown fuses? There is a 60amp fusible link feeding that side of the pcm. I doubt the pcm itself is at fault. How do you know its not the fan at fault?

Go to the part store and have them check your alternator it sounds like it's on it's way out or it has a loose connection to the battery
97 Mercury Cougar hard starting in cold weather
No ,this vehicle doesn't have a cold start injector . Plus the fuel filter wouldn't have anything to do with it either , cold or hot would act the same . I would have it checked with scan data , do you know what that is ? Could be coolant temp sensor , mass air flow sensor .

Leaving the key on longer then two seconds does nothing ! When you first turn the key to on the PCM - engine computer will energize the fuel pump relay for 2 seconds ! If you want to turn the pump on for another 2 seconds you would need to turn the key off an then on again ! The only other way the PCM will energize the pump is while cranking the engine , if it sees an input from the crankshaft position sensor . Rather then just replace parts an making part stores rich , why not learn how to do proper diagnostics . Test the electrical circuits . What's the fuel pressure ? What does the mass air flow signal to the PCM look like ? Hooking up a scan tool an viewing engine sensor data etc.... Check the CCRM - constant control relay module . Google CCRM

they are the oxygen sensors that report exhaust composition to the ECM to alter the air/fuel mixture to the correct ratio for the engine settings

When moisture gets inside something it shorts it out . Take a spray bottle an spray ignition coils an see if it dies . For that matter spray the whole engine , fuse box etc... If it dies see what's missing , spark more then likely . Do you know how to do that ? Pull a plug wire off the coils an hold it near the coil tower an see if spark jumps the gap . What engine does yours have ? V-8 V-6
Whats it mean when I hear a grinding noise when I steer either way?
it indicates that when the pump gears are placed under pressure /load that they are interfering with the pump housing or are not being held in the correct mesh situation
the situation of powers steering that when in the relaxed position ( no steering wheel movement) the valves are so placed that the oil is by passed straight back to the reservoir but any movement of the wheel closes those valves and diverts the oil to the cylinder/actuator and so power assists the steering
AT this point is when load is applied to the pump and the noise is heard
I would suggest that the pump be removed and inspected for wear on the idler gear shaft, wear on the tips of the teeth from contact with the housing
Mostly the best fix is a replacement pump because it the clearance between the teeth and the housing is excessive or scored then the full pressure will not be achieved
What is causing the jerking when accelerating?
Plug it in for sure.. Clear the computer first off. Take the sensor off and take WD-40 and spay it in the hole that the sensor covers.. There could be a build up between the sensor and the cam, OR you could have a crank sensor problem, check that after you clear the computer and clean the hole.
How do I know if the water pump needs to be replaced?
That year has about the last ignition module it will run fine until it gets about warm them it dies once it cools it will crank and run fine again for a little bit then out again if this is what its doing change the ignition module it is a big square box under the hood made out aluminum. If you need further help let me know thanks.This was a common problem of sudden stalling of the engine.
Radiator fan stopped working.
OK put it back to the way it was and start from scratch jump the fan from the battery if it comes on fan is good if not replace it if it does come on check temp sensor mounted somwhere on intake if not there in bottom of radiator and replace that good luck never run coolant fan to ignion you have to run a sepreate switch with a positive and negative from the fan
