Wont start code 83

There is no code 83 for a 1999 Suzuki Grand Vitara, according to Alldata. Most all codes are displayed as 5 digits (eg. P0121, P0451, P0130 etc....). Recheck your code, maybe you are mistaken.

Misses at idle when ac

Hello and welcome to FixYa!
As a first course of action, I strongly suggest that you replace the spark plugs. When a/c is on, it gives great stress to the engine and if your spark plugs are worn out it doesn't perform well which can result to poor fuel burning. I believe you'll be good after the spark plugs replacement.

1999 Suzuki Grand Vitara just had the engine

Valve covers leaking oil OUT the tail pipe, no way in hell! Valve covers can leak oil onto the exhaust manifold, but there is no way its going to get into the exhaust from there and out the tail pipe.

Bad valve guides and/or valve guide seals would put oil from the top of the head and into the cylinders. That is a far bigger job than just replacing valve cover gaskets.

Don't let the warranty company give you any more of that kind of BS.

How to adjust idle speed

The idle speed on pretty much all vehicles newer then a 1988 are all controlled by the vehicles on board computer, and the sensors which supply the computer with its information. If you are having problems with an idle that is either to high or to low you might want to check your throttle positioning sensor. A vacuum leak may also cause a vehicle to have a high or low idle. I hope this helps you out.

New clutch master cylinder new

Hi,
You need to check that you are actually getting the full length of stroke from the master cylinder.
If you are then you still a captive air pocket in the master cylinder and the only way to get rid of it is to vacum bleed the system from the master cylinder to the slave cylinder.
Check these and let me know, I can give you further information.
