My 97 dodge dakota turns over but wont start
check to see if you have spark.if not check the crank sensor.most likely thats the problem.also a common problem is harmonic balancer slips off inner pulley,losing crank signal.
Interior light fuse blows
Sounds like something is making a short circuit somewhere. First, check in each light socket to make sure there is nothing loose in them and that nothing is touching the body of the car. If that doesn't do it, one of the wires going to one of the sockets could be cut, pinched or rubbing against something enough to wear through the insulation. That is a little harder to check as it requires pulling the headliner, door panels and anything else that is hiding the wires.
Alternator bolt sides stripped on 2001 Mercury Cougar V6
I see that your question has been unanswered for awhile. I will try to help. One thing at a time. For stripped threads, I am assuming that you may be describing the housing of the Alternator being stripped. This may be Salvageable by changing to a slightly longer bolt and using a nut on the other side of the case when the bolt pokes through. Or a device called a Helicoil can be inserted into a redrilled hole and it will accept a new threaded bolt.Next, If you are describing a rounded off nut there are several ways to fix this. Sears has a wrench set that is suppose to grip many styles of nuts with one wrench. And sometimes a Metric will work when Standard wrenches are between sizes even when they have the special Sears wrench.Thinking outside the box. On some occasions I have resized a nut using a Dremmel grinding attachment. Either reducing the 6 surfaces to the next lower size or changing to a flat 2 or 4 sided nut, as long as you can grip it, it really does not matter as long as you can remove it.Sometimes a socket or wrench can be pounded on to temporarily grip and remove the part. Some people even grind the nut off.Hope this gives you some ideas.

Code 708 is for a problem with the circuit for the gear shift range selector sensor. The sensor tells the computer what position the gear shift is in, such as drive or reverse.The sensor and circuit would need to be tested.

Well code 208 is for a problem with the fuel injector for cylinder number 8.But a 2000 Mercury Cougar does not have an 8 cylinder engine.

Its time to do a injector balance and cylinder leakage test, to determine whether the injector or its circuitry is bad . The leakage test will tell you if the cylinder has a compression leak.
How do i change out the cluster
Usually you would have to remove the plastics with a pry tool and then you would be able to access the bolts holding the cluster in place

Broke synchronous mesh or dog mesh not i position due to shortage of oil. Romove the gearbox ad open to check in side.
2000 mercury cougar will not start
If it is getting spark I will assume the timing belt is working.You say the fuel pump is good, so what is the fuel pressure at the rail ?Are the spark plugs wet or dry ? Can you get it to try to start by using starting fluid ?You may have to get someone to check the computer for trouble codes which requires a scanner or code reader.

put a blow dryer on the distributaor cap and spark plug wires. somehow moisture is getting under your cap. it should start almost immediatly after you start drying it with your blow dryer
