try replacing the throttle positioning sensor its on the throttle body

do a leak down test. It's common for early 90's Honda's to have bent valves. a leak down test may confirm it.

Check your fuses as well to make sure you don'r have a blown one keeping the pump from working. If you find no problem there; drop the tank and re-check all my electrical and hose connections. I'm assuming the pump was a known "good" one.

The system is self bleeding, no bleed port is needed. You can use the fuel pressure test port to bleed it if you want, but just holding the gas pedal to the floor while you crank the engine will bleed the air out very quickly..

The all in one PGM/fuel pump relay is bolted to the upper left hand side of the drivers foot well. It should be gray box with lots of wires coming out of it.

All the vents in the front dash have adjusting fins in them. to turn in a certain direction and to open or close them. Look at them. If you can't open them with the small knob at the vent. Use a small screw driver or key to open them up.

If the dash lights are on the same circuit as the park lights. Chances are if no dash lights... no park lights. Unless the dash light dimmer switch is on the low position. Check park light fuse. If no brake lights... which are on a different circuit and you are sure the bulbs are ok check brake light fuse. If fuse ok, unplug brake light switch at brake pedal and cross the terminals with a jumper. If brake lights work, the brake switch is faulty. If still no brake light operation suspect a wiring issue

IN a car this old, the drain lines in the head for the oil might be plugged up. Check them and replace the valve cover gasket
