This problem is caused by a leaking hydraulic pressure valve in the Active ABS system you van is equipped with. The ABS produces its own pressure and can apply the brakes with no brake pedal input from the driver, so the system has pressure always, if the valve that supplies brake pressure doesn't seal the brakes can lock up. You must most likely replace the ABS hydraulic control module under the hood to correct this. They sell them as rebuilt units at parts stores like Napa and Carquest.
Can you re-attache the defrost wire on rear
Possibly. The aftermarket does have a paintable product to repair the in-glass wires but I'm not sure how much it will do. A visit to your local auto parts store to make inquiries should be in order. It may prove helpful. Hope this helps.
