Check gear selector code
Is this a automatic or Manuel transmission? I will guess at this time its your G.S.M (Gear Selector Mechanism) and you may need to have it replaced. Volvo's bad idea of never servicing the transmission fluid leads to many problems. The other reason you may have this light is that you need to have the software updates done for the transmission.
Start engine
thats not much of a question. But knowing the car and its history would help a lot. Try the position sensor on the shifter. Slam it forward and see if that will allow it to start as you hold it forward. or put a foot out the door and rock the car back and forth as you turn the key.
Hard to steer
Exactly ...... you get it
but i sugussting you to replace both lift & right boots at once becase they havethe same life span and after a month u will need to replace te other side so for the sake of good balance and less labor payment replace both of them

Hard to steer right when cold
Sounds like you either need PS Fluid or a new pump. Check fluid and if it is full, you may need to start thinking about purchasing a new pump.
Power steering problem
The light will not go on for a "service change" There is an issue, it can be the pump or the or the actual unit itself. Since this can be a safety issue - I would recommend going to a certified dealer as soon as possible.
