Either 1 of 2 things. Relay inside hazard switch goes bad often. If that is not it, then usually you would end up replacing the actual turnsignal column switch. But a new Hazard switch should do it.

Personally i would never put a baby in a front passenger seat of a car fitted with an air bag. On saying that, there should be a key hole to turn the airbag off, using the ignition key. where this is situated should be on the centre dash between the seats or at the side of the dash near the pass side of the vehicle. A light should illuminate when the airbag is off to warn you that it is Disconnected/off. your owners manual should shed some light on this.
