Water out of an exhaust pipe is usually just hot gasses condensing on the surfaces of cooler metal exhaust pipes, and is normal. White steam or "smoke" however is in indication of coolant entering the combustion chamber and boiling off during ignition. It is superheated water vapor (more than 212 degrees) and turns to visible steam as it cools when leaving the exhaust pipe. This is the result of a cracked engine block or gasket and can be an expensive fix. Check and monitor your coolant level if unsure of the cause. Also check for milky colored oil on the dipstick - this is a sign of coolant entering the crankcase - also not good!

on efi engines there is a timing freeze mode, so you can set timing.

I would like more info if possible. Is the engine running when you press the accerator pedal or just with key on. Try pressing the pedal to the FLOOR 4 times with the engine OFF and just the key in the ON position. Then turn the key back on and start the engine and see if this takes care of your problem. Make sure you do the ABOVE with the engine NOT running. I do NOT want you to blow the engine up. This is a reset feature. If this does not correct your problem it could be the alternator which has a circuit that goes to the computer and if that is your problem have the wiring ends checked for good clean connections. If good the alternator could be bad and bring your lights on.

1: never tuned up this decade (most 90s cars 99%^ are not)

2: lost compression hot.
3: bad spark.
4: bad fueling. (too much or too little)
5: lost 12vdc power to any of the EFI parts or spark.

i think this 3.1 has a distributor ,
so does the cap off, rotor spin cranking, if not , the cam chain snapped.
next, is spark (i do compression first, but im odd that way, on old iron)
i check spark. i check it to all 6 cylinders using the time honored system. we all know, right>? with a fresh test spark plug, gapped correctly. got spark.
are you spark plugs old , never did the 60k mile tune ups, (repeats)
if the spark parts are old ,no car runs right.
you know the ,ole' cap,rotor,wires , sparks filters deal.'
the we check fueling.
i look at the spark tips, are the dry,? i try the test fuel test.
if car runs for 3 seconds on test fuel the engine fuel system is dead.
check fuel pressure next.
