1992 Buick Park Avenue - Page 2 Questions & Answers
'92 Park Avenue won't start or run.
When the Theft Deterrent Module (TDM), that is the core of the VATS system, cease to function, the security light could also stay off because it's the TDM itself that manage it.
In my case that's what happened, the faulty TDM was recognizing the key, turning off the security light, activating the starter relay, but was not sending the fuel enable signal to the PCM.
There is a great write-up on how to completely bypass the TDM here:

How do I fix a broken wore on the ICM
You'll have to carefully solder a length of wire to it in order to make a splice. Gonna be hard to solder, so see if you can wrap a piece of cold solder film around the stub and hit it quick with a mini torch. Have the other piece already wrapped in the solder. You can get a little bag of those cold solder pieces from a radio shack.
1992 Buick Park Ave. won't start after pressing brake pedal.
sometimes the other switch is to cut out the cruise control when the brake is applied. I would more suspect something in the fuel injection controls such as a mass air flow sensor or throttle "switch." your car is probably too old to have an auxiliary air bypass valve but if it has one look at it as well. good luck
