Connect you test meter to the high beam bulb contacts and cycle the switch, the voltage should go from Zero to12Vdc, then to Zero as you cycle the switch. If it does your bulb is bad, or not making proper contact with the base. If there is no voltage present, you will have to check the circuit and grounds for an open circuit, assuming all fuses/relays are good.

Could be the fuel pump. Any fuel leaks? If so, stop and see a qualified mechanic. Is the sound coming from the rear of the car? Open the gas cap and listen at the fuel intake. Is the sound louder?
