Number 2 spark keeps fouling after short mileage
Get the sender down on your harmonic balancer checked. This could fix the trouble that you are having or it could be the spark plug. I have a 5 series BMW and was having trouble with the gearbox and was told that it would have to be changed. I took it to a friend of mine that worked on all types of European cars and they used the right tools and it was the sender, cost just over $100 AU Dollars.

Where ius the pet **** located
bottom corner of radiator, pointing towards the engine usually. you will need a pair of pliers to open it, I believe you turn it clockwise to open.

Have a 2000 ford windstar heats up lost power
Too many possibilities to get into here. Get a good DIY mechanic to run through ; Engine condition, Cooling system, Drive belts, Compression test for head gasket trouble, Blocked rad, etc etc. You need experienced help. The only thing I advise, is, don't throw parts at it without knowing the problem. Get it properly diagnosed.

I cant get more then 1 gallon of gas in my fuel tank on my 2000 ford windstar what could be wrong?
ive seen this happen on new cars , but not on a 2k model , but might be same cause , if you do a code check you might see a vac canister fail on the readout , all new cars have a vapor recovery system that recovers the fuel vapor inside tank and burns it in engine , the vapors are collected in a canister then pulled into engine and burned off , this gets clogged up sometimes and needs replacement , the new gas pump nozzles have what is called a closed loop system , they need to sense a no pressure backfeed from gas tank when filling it in order to work , long and the short of it , gas nozzle won;t allow fuel in if vapor in tank builds up from a backed up canister

Windstar runs then dies then starts back up
At best, this would really be hard to find, since you can drive it hours before it happens. You could start by pulling all the fuses one at a time check them and put them back in. This gets rid of corrosion contact problems. You can also do the to all the plugs. Sounds like you have a heat up problem. Some thing in the electrical system is getting hot and loosing contact. Things that would kill the engine would be , the ignition switch, the map sensor, the mass air flow sensor, And the engine control module. Parts inside of these can heat up enough to loose contact. Your's is going to be a hard one to find. Until the part completely dies.

Why will my van run fine then run really bad then run fine
Most likely is the EGR system, but to be sure; check the codes from your Windstar's computer; If you see the light "Check Engine" on; an scanner will help you to get the right codes and find the problem. The Exhaust Gas Recirculation (EGR) work in certain times, according the pressure and temperature, that's why sometimes runs great and sometimes bad. I hope this helps, take care.

Location vin number
There are several places, but the easy is looking from outside, close to the wiper windshield, on the driver side; close to the corner of the windshield, you will see a rectangular metal plate with numbers; that's your Windstar's VIN number. I hope this help. Take care.

Do you know if there is a flapper valve of some sort in the fill tube inside the gas tank that will not allow gas to go into the tank?

welcome good sir I will do my best to help you resolve your issues with your repairs.
Here is the best answer I can give you
if your try and drink a can of soda fast you basically have to suck it out. now if you put a hole directly across from it or really anywhere it would just poor out faster.
if you crawl underneath look for the main fill hose its about 2 -2 1/2 in diameter if you look near by you will see a much smaller hose following parallel with the fill hose to the tank roughly about 1/2 in diameter that I would guess is where your problem within that smaller tubing could be rust or a bug made a nest in it or clogged
gas goes in fill hose air comes out that 1/2 vent tube if air can not escape then it will cause gas to over fill and spill out as you describe.
