My car won't crank, all i hear is a click
The starter solinoid is on the top of starter. Short the two large terminals on it, if the starter turns then the solinoid is faulty. If not then the starter is faulty.
Cruise Control Problem
The two circuits your complaining about have only one thing in common, the vehicles charging system.
I suggest you have the battery ,cables, alternator and wires behind alternator checked out.
The only other item I could think of regarding the cruse control is vacuum. But then it would happen all the time, thats why I believe it to be electrical in nature.

Its located behind the air intake, by the firewall. It looks like a doughnut with rubber on it, and a wire coming out of the side. Its held down by a bolt. Its just in a hard place to get to. If you remove the bolt first, its easier to pull up by the wire. disconnect the wire, and throw away, connect the new one, and bolt the new one in. ONLY use 20lbs. torque to tighten it down. It will break if not careful(found out the hard way). Its about a 10 minute job
Power steering gets tight only turning to the
These are known for "heavy steering" feel in the first place. You have a sticking valve in the power steering box. I suggest a power steering fluid flush and replace with Mobil synthetic PS fluid. Eventually you may need to replace the power steering box but since it is intermittent this may improve things for a year or so and is MUCH less expensive.
