I think my ford taurus 2001 has locked up how can I know for sure
Remove the engine serpentine belt. Determine the correct size socket need to turn the crankshaft. This is the large pulley at the bottom of the engine bay in the middle. Sometimes it is more easily reached through the passenger fender well with the tire removed. If you are unable to rotate the engine with the tool, it is more than likely locked up.

The beginning of your problem sounds fuel related (relay, fuel pump, fuel filter). The Ford ECU never goes bad, they are the most reliable on the market. Also ford has a low oil shut down, make sure oil level is correct. Get a OBD II diagnostic test to check for faults stored. When replacing parts start with cheapest first. You were vague on the cranking problem. Not turning over and not cranking are two different problems.

I don't have a video. The hardest part about getting them out is fishing it between the engine and firewall. It's on the passenger side. right behind the engine. You have to remove the electrical plug( about 5 inches long, 1 inch high, sits horizontally). 8 or 10 MM bolt. Bolt stays with the plug. 2 nuts to remove(one on each side) , then the cover plate. Then pull the PCM out. It's tight but it will come out.
