My truck is stuck in four wheel drive
At the risk of going to the offensive, sometimes it's the simplest thing - you ARE putting it in neutral, at a stop, engine running, with the brake pedal pressed, when trying to shift out of 4wd, yes?
2) Check for blown fuse for 4x4 shift module
3)This sounds dumm, but worked on my wife 99. I took it to a school parking lot, put it in reverse, floored it and pulled on the lever and it popped out of 4x4
4) The shift motor is bad. Replace it.
Hope this helps.

1999 ford expedition no brake light no turn singel
well let's see is it only one side or both sides ? this could be a blown fuse/s there could be blown out bulbs on one side or both or the brake light pedal switch has shorted out or a ground wire for the lights has come off this has a lighting control module in it if you change anything that's it but check other things listed first before you spend$$$ do not change the computer this has nothing to do with the lights go to the lighting control module and unplug it clean the connector put some conductive grease on it and plug it back in corrosion on the contacts can be stopping the electrical current transfer through the plug to the unit DO NOT CHANGE THE ECM/COMPUTER THIS IS NOT INVOLED IN THE LIGHTS /SIGNALS/BRAKE LIGHTS THIS IS ENGINE MANAGEMENT ONLY POST BACK WITH RESULTS AND WE WILL TAKE IT FROM THERE IF THE PROBLEM PERSIST STEPHEN

Where is the blower moter relay and resistor on a 99 ford expidition
I don't know the precise location on your model but apart from a few Ford commercial vehicles that have the resistor mounted on the front inner wing they are almost exclusively buried in the cool incoming air stream of the heater unit. The resistors get very hot...
I haven't yet met a heater blower that employs a relay and yet most are amazingly reliable. If the resistor has failed you would still typically have the maximum fan speed when the resistor is switched out of the circuit.
You should still check it through systematically but my instinct from what you have already said is to suspect there is a safety thermal fuse fitted next to the motor and that it is blown.
I should bite my tongue because I suspected that last time a Ford was brought to me with no blower and it turned out to be one of the motor brush springs that had failed. Ford couldn't or wouldn't supply a replacement and so I had to fabricate a replacement rather than pay a rip-off price for a new motor.
If the thermal fuse has blown it will be because the motor has been getting too hot so it would be a good idea to clean it and oil the felt oil reservoirs before you refit the motor.
Good luck!

Why the engine can crank but it will not start?
The engine needs 3 things to run. It needs fuel, compression, and spark. If it has all three, then there would be a timing problem, the engine needs testing or diagnosing of those elements.

Ignition problems
the expeditions had a problem with the rear wiper motor grounding out, i would try replacing the wiper motor first, as for the fuse blowing, it is blowing for a reason, fuses don't just blow. if the wiper motor does not fix you may need to have someone go thru the electrical pin point tests to find the short.

Fix miss fix miss fiers
There are frequent problems with the parts you already replaced. The crank sensor and cam sensor can affect firing. Check intake for vacuum leaks with a water spray. Also look at front passenger water jacket on intake, subject to decay and will spray water vapor on plugs.
