Where is the heater relay located on a 99 ford expedition
If you are talking about the blower fan resistor, this regulates the speed of the fan and can keep it off completely. You would go to the blower fan and backtrack the wires to a place on the Firewall where a part is held on by 2 bolts and has 1 wire from the blower fan on it.
There may be clearance problems with heater hoses and metal tubes in this area. The part is the size of a pack of cigarettes and is mostly hidden inside the duct structure. This is all under the hood work.
Look online for the blower motor resistor for your make and model. You may find a video.

How can i find a vacuum leak on my 1999 ford expedition 4.6
> idles up and down when sitting idle and the head lights and interior lights dim in and out
Probably not a vacuum leak; this can be caused by an AC (also on 'defrost') cycling and with changing engine loading, it is normal for some variation in engine speed although a defective 'idle air control' will allow a fair change in RPM.
The visible exhaust is likely purging the system from moisture (condensation) and not a sign of trouble.

My truck is stuck in four wheel drive
At the risk of going to the offensive, sometimes it's the simplest thing - you ARE putting it in neutral, at a stop, engine running, with the brake pedal pressed, when trying to shift out of 4wd, yes?
2) Check for blown fuse for 4x4 shift module
3)This sounds dumm, but worked on my wife 99. I took it to a school parking lot, put it in reverse, floored it and pulled on the lever and it popped out of 4x4
4) The shift motor is bad. Replace it.
Hope this helps.

My expedition skips on low acceleration and stops when accelerated hard why
What you have is one of two things. You have a sparkplug that is bad and or a cop (coil on plug) that is bad. A good way to figure this out is to go to autozone and have them do a code check. Sometimes a " check engine" light will come on and sometimes it wont. My check engine light never came on. It was missing but after aceleration or high rpm the miss would go away. I changed both the cop and spark plug and problem fixed. By the way coil on plugs are expensive. I ordered mine on the internet and saved over 75%. Best wishes and hope this solves your problem.

How do I fix heater?
In order for this question to be answered, there are various questions to be answered. What kind of problem? Blower not blowing the heat out? Blowing air but it's not heated? It could be a number of reasons for this question, actually need more specific diagnostics of the problem, otherwise the list could be anything from.....Check the hoses going into the firewall, if they're not warm/hot check to see if the correct amount of coolant is in the radiator/reservoir system, bad thermostat, blower motor, blower motor fuse/relay bad, bad air diverter (moves the flapper inside the air box from cold air to warm air or outside air to recirculating air) heater core plugged, leaking heater core (again there would be insufficient coolant in the system).
