Car wont start
Does it have spark at the spark plugs. If it has spark is it getting gas. Try spraying a little starting fluid in it, does it try to start? Then it isn't getting fuel. Is the fuel pump running when the ignition is first turned on? Fuel pump relay, fuse, fuel pump itself. Just telling you some things to check so people can give a better informed answer.
ALARM AND RADIO
You need a install kit with an anti theft bypass since the alarm is tied into the factory stereo when it was removed you literally removed a circuit from the alarm but i would start by checking all fuses since occasionally the alarm will still function
98 crown vic transmission slipping
Change the filter and fluid. This car if the transmission is original should have a torque converter drain. Drain the torque converter also,it gets almost all the fluid out of the transmission. Doing this the car will require almost 12 quarts of fluid. Worth a shot. I change mine at 25000 mile intervals.
How to replace rear coil springs?
Jack the car up and support by jack stands on the frame. Position your floor junk under the rear end and apply pressure to the jack. Remove the lower bolts on your shocks ,then slowly lower the jack down.you may have to work them a little bit to get the old ones out and the new ones in but it's not a bad job.
When i pour water in my radiator, it runs straight out under the car
I would think that you have a hole in the bottom of the radiator or maybe a hole in the bottom hose... Look exactly where it is coming from... Also dont forget. if the motor is warm do not put water in it with out the motor running as this can crack the head of the motor and you will be up for a new motor

Your heater core is leaking. It's under the dash and looks like a small radiator. Your heater motor fan blows through this to create heat inside your car. There are 2 heater hoses that run through the firewall to the core under that dash. If it were mine, I would go to a parts store and get an adapter so I could bypass the core by hooking the 2 heater hoses together. You will not have any heat in the car then, but at least you can drive it until you decide to fix it yourself( I'm pretty handy, but would not replace most heater cores myself as the can be very difficult to get to ) or get the best local price locally to have it done.
Air compressor pulley
Remove the drive belt and spin the pulley. It there is a noise then the pulley bearing is failed. Reinstall the belt and turn ac on and if the noise starts then it will be in the compressor.
