Hey Pince, the issue would revolve around what slows down while you are slowing/stopping - reducing engine RPM's...... (alternator, battery charging). A GOOD mechanic should be able to diagnose this issue,, take it to a (older) qualified professional... (older=more experience).. good luck..

What you describe sounds like the heater valve. It is used to shut off coolant flow to the heater core when the heater is not turned on. If it is leaking, replace it.

Are you talking about headlamps? If you pull fuse 11--20 amp, underhood fuse box, do the headlamps go off? Right now, I'm thinking something wrong with head lamp switch. Maybe the wiring connector has a problem or circuit is shorted to voltage. With the headlamp switch in the off position, there should no voltage for headlamps. As you can see, that fuse I mentioned is hot all the time. Just my opinion.
