I have a 95 mustang. headlights turn on but will
First off do you have factory lights or the aftermaket high intensity bulbs. if you do get rid of them and replace them and your multifunction switch (headlight signal light high beam wiper switch)

Where is the fuel relay on the'96 mustang
You're not gonna liek this one. The Fuel pump relay on a mustang of that year is part of a multi-function relay called the CCRM (constant control relay module) and is located beneath the passenger side fender liner, meaning you'll have to take the fender off to get to it. Horrible placement, if you ask me..

Do i need to drop the oil pan to ghange the timing
You can pull the motor mounts bolts and jack the motor up alittle, that will give you enough clearance to drop your oil pan. If you try and replace the timing chain cover without dropping the oil pan, you will more than likely wind up with an oil leak.
You should be able to replace the timing cover without removing the oil pan. The gasket set should contain gaskets allowing you to cut the oil pan gasket and put in a new partial gasket in this area. In the corners make sure you use some RTV sealant. If you are careful, it can be done. Like Bob A says you can end up with a oil leak without dropping the pan (unless you clean up the area and properly apply the RTV and gasket). If you have time to drop the oil pan, then I would do that.

Brake lights turn signal and hazzards
Turn signals are on fuse number one and brake lights are on fuse number 9. Both are in the fuse box under the dash or on the side of the dash. Both are 15amp.
