WHAT'S LEAKING? Is it the valve stem seals or piston rings???

Hi,
If it is the valve seals, you can replace the head, but it would be cheaper to replace the seals,If you pull the head, you can do a leak down test on the pistons to check the rings as well.

What would cause a blower motor to click

If it is clicking like spokes on a bike, a leaf or twig could have fallen down into the vent area. If the motor clicks but does not run, you would need to check for voltage and ground at the blower motor.

How do I install actuator rods in the rear door of a 2004 crown vic

...Look up "Crownvic.net" on the internet. This site is specifically for fans of the Crown Vic, and has all kinds of easy to navigate repair info. You may also type in your question and you'll probably find answers to your issues and even photos from those who have accomplished the project you have in mind. You also should check out a local auto salvage yard that has a few of your car models. Take your tools...and explore! Take off a rear door panel of The Crown P-71. Take a look at how the door control rods operate...and use your wrench to become familiar with removal and installation of parts. This is a dirt cheap education! Have fun.

Just bought a 2004 P71 and cannot get it to start.

Sounds like afuel problem.Check fuel pressure. If no pressure could be a fuse, fuel pump rlelay or fuel pump. You can also check for spark but if you have no spark it wouldn;t even start or try to start.
