Symptoms of water in fuel
Backfiring, failure to start, rough idle, no power, missing, stalling. Then excessive vapor coming from tailpipe. Sometimes erratic fuel level fluctuation when in motion.
Where is idler pully located
an idler pulley is any pulley that just spins but does no work; that's why it's called idler. look for any pulley or roller which is there just to route the belt somewhere, not attached to any pump or motor or compressor or alternator or water pump, etc. I'm telling you this way because sometimes there are more than one.
Not getting fuel after changing fuel filter
Fuel pressure regulator could possibly be clogged. Also your pump might just be too weak to keep pressure in the lines. But first try this. Leave the key in the on position for about 5 seconds. tap it forward a few times shut it off and repeat two or three times.

Do you have access to a scanner?How did you check your FICM? Does it have 48 Volts?If you have a scanner, does the computer show RPM? If not it could be the crank sensor.Is the Crank Sensor and Camshaft Sensor in SYNC with one another?When cranking does the desired IPC read at least 500PSI? The list goes on and on. Check to to see if the 30amp fuse for the fuel heater isn't blown. They are known to short out? Do you have fuel in the filter housing? The pump might have died. Unless you have a scanner, your at a stand still. Just don't start throwing parts on it.
