The check engine soon ocame on 2003 monte carlo

If checklight is on, go to an Autozone, Oreilys, or Advance for a free scan. Ask the clerk for the Code number and he should tell you what the scanner says. Sometimes it is something easy to replace, or you can start pricing the repair at some repair shops.

Transmission problems

check the flexi plate for cracks. check oil level in tranny. have the tranny serviced and check for metal flecks in the oil indicating failing bearings

I have no turn signals

AutoZone, or other auto supply houses sell a relay that controls your signal lights. The easiest way to locate yours is to ask the retailer to show you the relay and compare it to one you should see on your fuse box or boxes. Once located pull to remove and then replace.

Speedometer

check to make sure the speedometer cable is still hooked into the transmission, if it is try taking it out and turning the cable by hand have someone watch the speedometer on the dash to see if it moves, if it doesnt move then the cable needs to be replaced

Engine turns but won't start. OBD gets "link error".

Check all your fuses, there is one for OBDII Linkage. Also need to check if spark is present.

Break hose leak

replace the bad hose then bleed all 4wheels. Replace fluid lost in this process.if you live in a high rust area hold the line in place while turning the hose to break loose. once loose soak line nut with brake fluid.no other oil can be used or it might contaminate the fluid and cause failure of braking system.

What would cause a misfire in multiple cylinders/

A number of things can give you multiple misfire bad coil not enough fuel to injectors bad fuel pump sometimes even a bad o2 sensor. hope this helps some good luck.
