inertia switch ? Aka "crash Switch"

Is the check engine light on, and have you checked base fuel pressure at the injector rail ?

It is located in the passenger side kick panel, there is a hole you stick your pinky through to push and rest the red button.

Your fuel shut off is the ignition switch. There is a pressure regulating switch on the fuel rail. murf427

You have to remove the windshield washer bottle. The pump is located at the bottom of the bottle. Once the bottle is removed. Disconnect the wiring and hose to the pump. The pump should just pull out of the bottle. Then install the new pump. Reconnect the hose and wiring, and reinstall the bottle.

you should have found that before you changed the pump. most times its at the passengers kick panel, or in the rear cargo area. sometimes it has a sticker telling you its there.

This sounds like 1 of only 2 things, either the starter is getting hung up mechanically, or the ignition switch is getting stuck. Sounds like you have covered everything else. Let me know what you find. I would start by taking off the starter and verify that there are no marks on the starter gear or the flywheel indicating a mechanical issue.
