How to check fuses with no tools
Pull the fuses one at a time and look in the clear middle for any open between the posts. There should be a solid connection between the posts

How many quarts of trans fluid does a 2000 ford explorer v6 need
Did you check your trans dip stick? The tranny dip stick usually has a quart low mark. If this is a manual tranny, that is different, you didn't specify automatic or manual tranny?
{Automatic tranny, the spec is for dry fill, only. 10--12.7 quarts . Dry fill means not a drop of tranny fluid in the vehicle.}
You have to check proper fluid level, that is your responsibility. Your owners manual may have some of this info?

Why won't my 2000 ford explorer shift out of park
if not fitted with a start safety feature where brake pedal has to be depressed before start and shift
fault in the shift cables connections adjustment
or bushes of shift stick or button release stopped out of any gear
stuck mechanical park locking pall inside the transmission
transfer case or drive train issue
broken engine or gearbox mounts
