I need to replace the front pulley bearing in the

you should probably take the snout off, it will be much easier to work on the bearing without being crammed into the engine bay during the repairs. also if you have to get the bearing pressed in or out, youll need to remove it to take to a shop anyway.

I am trying to pull

You need the proper tool. A steering wheel puller will remove it with ease. It has a center shaft to push on the column and bolts to the wheel itself. When you turn the center shaft it pulls the wheel right off. Try to remove a steering wheel without a puller can damage the column.

I have a 1999 Pontiac Bonneville SE and something

sounds like the power steering pump is the problem. check the drive belt for proper tension and if that looks fine - then replace the pump.
the reason it only works when you step on the gas is because the pump is moving faster then at idle. which is why I think it could just be a loose belt. but again - if the belt looks good and tight, then the pump is bad and needs replacing.

There are a few things you could check to solve this problem.First check to make sure you have the correct air pressure in your tires, make sure that you have the same make, tread style and size tires.Different tires have different steering characteristics. Then I would have your tie rods inspected for wear and also have your alignment checked for the proper settings. And lastly check to make sure your inner tie rods also inspected for wear.
