If you suspect you have a blown fuse, then you can find it in less than thirty seconds using my method. Instead of wasting time searching for the exact location, why not just remove each fuse 1 by 1, and keep putting them back (if good) as you go so you don't mix them up. If you have any blown fuses, you will find it! If you don't know the difference between a good vs blown fuse, ill post a picture to help you identify.

you need to fix the blend doors. they may be stock on close position . the sound you say, is from the blend door actuator (motor) that is moving, but not the blend doors. to fix this you need to remove the complete dash board (big job) you need to have good skills to do it sorry.

CLogged filter, faulty fuel pump relay, faulty fuel pump.

Sounds like you will need a computer to get into it to reset it! Not sure what PATS stands for though!
