I have a 1987 dodge
If you are only getting 6 volts from the battery to the starter it is only 1 of two things. The wire going from the battery to the starter is damaged or corroded and has to be replaced. Or the battery is no good. The battery may have 12 volts when you attach a voltmeter. Red on Red , Black on Black and this will make you think this battery is good as most people would.But when you apply a load to the battery the voltage may drop to the 6 volts therefor the starter when activated is now only receiving 6 volts which is not enough to start the engine. Have your battery loadtested and I will bet that this is the culprate

2.6l engine. What is cylinder compression supposed to be?
It depends on several factors.
Generally, compression with all spark plugs out should be around 100 psi, but the main thing is that no cylinder is more than 20% different from the others.
So if all are around 80 or 110 thats ok too. One cylinder that is more than 20% higher or lower from the others is not good.

New filter new fuel pump won't stay running
Well your engine has a carb, so it could be dirt in the carb, or a vac leak, or several other possible causes.Does the choke close when the engine is first started ? Have you checked the fuel line to see if the pump is providing gas ?

Won't Start
has to be something simple like a distributor cap /rotor arm problem .Iam not familar with this vehicle as i am a europeon mechanic and american cars of this age were far advanced to europeon cars of the same age as to regards of emmision controls .

When I try to start
Could be. Also be sure that the starter does not have any spacers on it. If it does remove some or all and try again.

So she does. If it carbureted then check the choke, it electric or heat operated from the exhaust.
What happen whent it get cold. There the thermoal spring in the choke cools down make the butterfly on the coke close. install new electric coke or a kit for the manifold head coke control.

Changed carb gasket now have
water in the exhaust is an indication that the head gasket may be blown check to see if it is using water, you may also have to do a compression test or a pressure test on the radiator to eliminate the problem.......hope this helps......cheers.

Had one answer but i failed to mention that since
Lightly tap the CARB after or while cranking.If the vehicle has been in-op, the fuel in the bowl would have gone bad or dried out leaving a degree of corrosion behind. After soaking in fuel overnight, Tapping may permit the float to drop opening the needle valve. Chk the accelerator pump by working the throttle linkage. kEY OFF! lOOK INTO THE CARB TO VERIFY ACCELERATOR PUMP FUNCTION.. If you are pumping fuel, it should start. If no fuel, The pump may have dried up. Again, a good soaking overnight may swell up the plunger in the pump enough to get it working. Worse case scenario if none of this works is rebuild the CARB. Depending on how long it has sat, the gas can turn to varnish and not be capable of 'lighting off' with spark-try draining the tank and fill with 5 gallons of fresh gas, charge the battery to full charge and try again.
