I have a 96 dodge ram van B2500 has a new rebuilt
When the new motor was installed some blockage may have been created in your fuel system because it may be that the system is filling slowly when it is stopped but when you go again it uses the fuel quicker than the amount the blockage can let through. Check the system from the tank right through.

1) Change all of your brake fluid in the whole system.
It can get contaminated with moisture and rust.
2) Be ABSOLUTELY certain you have the parking brake mechanism working perfectly, hooked up correctly, and lubricated
It really sounds like you do not, according to the explanation you state.
3) Check the parking brake system and see if it is sticking or is out of adjustment causing the parking brake to drag, and be sure whoever drives the truck is not "riding the brake pedal".

I have a 1991 dodge 250 with a 5.9 diesel engine.
its a 27 year old truck and between age environment dirt snow salt rust critters or any other thing that can wear down wires ,connections or components --before putting computer back in test and check harness and connections for a short because thats probably burnt the computer
