1991 dodge ram van wont start
To clarify - the engine cranks then starts.If it won't crank in any gear, I would check the neutral safety switch first.You can also jumper the starter solenoid to make sure the starter will crank the engine manually without the circuit from the key switch.
No head lights, taillights, brakes lights.
A fuseable link comes through the fire wall. I had to solder a wire to my '92 van to keep it working after it blew. It happened a long time ago and now I'm not sure what it effected.

Never known a ballast resistor in a altenator but their is a zena diode ,this is not to say their isnt one on a american vehicle but iam in europe so never seen one but i would imagine the part would be available from a local bosch repair agent as they have everything else in our local agency
Cant find the voltage regulator
not like the old days it does not have an external regulator-it is integral with the alternator now, use a digital voltage meter to read the output at the rear of the alternator (large post)-is should be about 14.2 volts.

The voltage regulater in in the PCM. Been a few years since i delt with this but you will need a pin out diagram of the pcm to see the field wire.

The voltage rate should be in the are of 13.8-14.8, so it may be a bad voltage regulator, bad connection or a bad gauge. I would take it to an autoparts store to have it checked, and they can tell you if it is the alternator or voltage regulator. If it is neither of the two, the good thing is that the electrical system is working, and the bad thing is that you may need another gauge.

In reading your post, I would have to say that it is the instrument cluster (spedometer) that is bad. My uncles 1 ton Dodge did the same thing & he replaced it with one from a junk yard, and it worked like a charm. Good luck

this sounds correct to me, oil pressure on nearly all gauges should sit around the middle so 4 or 4.30 would be correct. Does the car have any issues at all or are you just concerned? a reading to high suggestes a blockage in the oil or "black death" as it's known in the trade this is caused by cheap oil builing up and being carbonated within the engine. the other side is when the oil pressure is low meaning the oil pump is failing and therefore not pumping to the top of the engine.
If it was mine I would be happy to say thats a healthy engine reading.

Do you have power going into the coil? Check Crank sensor, its right between the bellhousing and the
right hand exhaust header right above were the Y pipe bolts up.

How do you remove the windshield wiper arm
There is a cap at the bottom of the blade that covers a nut that holds the blade armature in place. Just pry it up to reveal the nut & remove the nut, spray a little penetrating oil on the connector & pry up & remove the arm. Good luck!

slight problem here ,cut the alternator cable the big thick one and wire it to the ignition on cable on teh ignition switch ,easier than finding the fault

if there is a brain box on firewall there is a white ballast resistor next to it that has quit working replace ballast resistor.
