possibily steering has to be bleed air in system

The carb has a small manual injector that will squirt gas down the carbs throut when you pump the throtle. If this is not working you may have to open the carb and replace the rubber seal around it ... kind of like the old bicycle pump had to have a leather washer in it to work. The seal may be cracked or broken.

I don't have a diagram, but if I understand what you're saying, there is a copper ring at the top of the steering column, visible before you install the steering wheel. The copper pin is connected to the horn button. The intent being that when you press the horn button, it completes the ground from the steering wheel through the horn button, through the pin, to the copper ring. If this is correct, there should be no contact between the steering wheel and the copper ring other than the pin. Check to see if there may have been a spacer (washer, etc) below the steering wheel on the steering shaft that holds it just far enough away from the copper ring so that only the copper pin makes contact.

there isnt a schematic for valve timing. i need to know a bit more, such as is this an over head cam engine, is it a interference engine, if it is over head cam is it dual over head cams? in general if your number one cylinder is at TDC and all the valves over number one are closed than your valve train is in time. hope this helps

what did you have rebuilt.

Start with the silly, obvious things first. Check the coils packs are the correct ones and are seated correctly. Check the wiring connectors are also seated correctly. Have you checked for spark on all of the coils? This will test to see if it is the coils themselves or further back in the ignition system. Have you had the vehicle scanned for OBD trouble codes? This will help find out if it's a sensor causing the issue. Next you need to check for voltage going to the coil packs. Check them all to make sure it isn't just one or two causing the issue. After this I would suggest getting a good Auto electrician to look at it as it could be an issue inside the vehicle's electronics.

Shock Absorbers are easy to test. Put your hand on the front of the vehicle on each side and press down and up hard and see if the body bounces. It should be hard to press down and come back up slowly and controlled. It could also be the springs, the upper mounting rusted away, worn ball joints, steering tie rod joints or CV Axle universal joints. All those need testing professionally on a lift.
