1990 Chevy silverado not turning over
Still sounds off. Take the #1 spark plug out, put your finger in the hole and have someone bump the starter around. As soon as you feel pressure, or a whoof sound (air coming out the hole), stop cranking. Look at your timing scale on the crankshaft pulley: You should be very close to the zero scale on the pointer. Put a socket and wrench on the crank pulley if needed to turn the crank on around (clockwise) until the notch or line on the pulley is right with the zero mark on the pointer scale. Now you are at top dead center of the compression stroke on #1. Take off the distributor cap. The rotor should be pointing directly to the #1 spark plug wire tower. Now that you have #1, follow the firing order around in the direction the rotor turns to check if each of your plug wires are in the right place. Firing order should be stamped on the intake manifold. If a 350 engine, firing order is 1-8-4-3-6-5-7-2. You might need to check that, only going by memory from couple days ago when I had to do this. The cylinders on the driver's side are 1-3-5-7, front to back. On the passenger side, cylinders are 2-4-6-8, front to back.

Bob, I suspect the mas air flow sensor is faulty, or possibly the idle solonoid, take it down to Oriely's or Autozone {no charge} and they will code read it for you which should help you pinpoint the problem. hope this helps.

1990 chevy 350 distributor wiring diagram and firing order
The firing order is 1-8-4-3-6-5-7-2.
The distributor rotates in a clockwise direction. The engine must be on the compression stroke on the #1 cylinder. Line up the timing marks. Remove the cap and the rotor should be pointing to approximately the 5 o'clock position.

How to take off oil pan
You have to remove the bolts out of the motor mounts so they will come apart and then lift the engine for the pan to come off. Make sure you remove the distributor cap before you lift or it will get damaged. A lot of guys used to jack on the bottom crank pulley but be VERY CAREFUL. Use small pumps on the jack and as soon as the engine stops moving up, STOP jacking. This should give you enough room. Hope this helps.
Should I bother with replacing burnt valve or just buy new engine
I'm sorry you have dumped a boatload of money into the truck. We get that alot from the general public.You could do a leak test, where you put air pressure into the cylinders when the valves are supposed to be closed. Regardless of the problem, a 23 yr old truck is probably not going to be worth the money to buy a new engine. You may be able to buy a good used engine for a fair price, or have the head pulled for just those cylinders.
