I have an 89 trans
test and replace ignition (this is electic part not key and cylnder)and test and replace the ecm

need more info, do you have lights? radio work? if everything seems to be functioning but nothing happens when you turn the key, i would say its your VATS system, very easy to bypass, just look it up on TGO
I have 89 Camaro, fuel
Use a gage and check proper fuel pressure, with TBI, around 9--13 psi. There probably isn't a Schrader valve, to check fuel pressure tee into supply fuel line. Be aware of possible fuel pressure when taking fuel lines loose.
No oil to lifters and rocker arms
When building an engine you need to ensure the basics are correct as you proceed - all oilways rodded through and thoroughly cleaned and then ensure each gasket and each bearing shell correctly lines up with each oil way, no detail must be overlooked.
The oil supply to the top of the engine is usually regulated. In earlier pushrod engines it was often done by the camshaft. In other engines some sort of restrictor device was used. One GM engine I used to work on used a cylinder head dowel with a tiny hole. Some people used to mix it up with a solid dowel and starve the valve gear of oil and others incapable of working cleanly would either overlook a speck of dirt or actually introduce some dirt of gasket cement into the oil system and eventually block that tiny orifice.
I suggest you go back to basics because it is the only way you can instal a finished engine and know it is going to be ok.
How do I set the distributor timing on a 89 Camaro 5.0 engine
Start the engine and let it get up to operating temperature.
Shut off engine.
There should be a brown or tan colored wire located inside of the passenger compartment. It should be under the front edge of the carpet, under the dash, in front of the passenger side foot well.
Unplug the brown wire. There should be a connector in the middle of the wire itself.
Connect timing light to the number 1 cylinder plug wire (front cylinder on driver side).
Start the engine.
Set the timing to the specs. I believe it should be 0° before top dead center. In other words, 0° advanced or non-advanced (Apparently the PC police of fix-ya considers re-tar-dead profanity).
Hence the "non-advanced" term.
Shut off engine.
Disconnect timing light.
Reconnect the brown/tan wire under the carpet.
Restart engine. The computer will take over from there.

What have you checked? I would start with a noid light to see when the two injectors wiring is pulsing. if intermittent then i would check the pickup coil located inside the distributor. It controls timing for the injectors and for the timing advance.
