I HAVE CONSTANT WHITE SMOKE

Have you checked the oil filler cap for what appears to be traces of "mayonnaise"? Are you slowly losing coolant? You may have a leaky head gasket.

1989 Chevy Truck , Stock Radio , Whining noise

Sounds like you have a capacitor problem.It could be a number of issues , but i suggest you check the alternator one first.

If you unplug the power cable to the back of the alternator and the whining goes away then replace the capacitor(usually only one bolt/screw)and you should be OK.

If not I sometimes have dissconnected the + wire from the HT coil when the car is running and the same applies,and if this works replace the capacitor or fit one if there isn't.

If none of this helps fit one to the + wires of your radio.

If the bulbs are good than you need to use a test light and make sure that there is power to the light socket. if there is not power than you either blew a fuse or there is a break in the wire somewhere

I don't know if you have hydraulic clutch cylinder but sounds like it may be bypassing or have air in system. Try bleeding system and checking for pressure when pedal is pushed

Replaced starter (tested bad, solenoid). Still

On most GM vehicles there are three posts on the starter. The main power supply and then one for solenoid to engage and the other is for ignition system. Make sure the vehicle is in park for automatic transmission with emergency brake on or neutral with the emergency brake engaged and block the wheels as well. I would try to jumper a wire from the main post to one for a second and then the other (just a quick touch) to see if the starter is functioning properly. If this cranks the engine over then check to see if you have the wires connected to the starter post or the ignition post. If they are attached correctly and it still will not crank over you probably have an issue further up in the wiring harness. Possibly a bad ignition switch, bad ground or a broken wire somewhere.

My fuel guage is pegged

Check the grounding point on the fuel pump/float assembly. I had a bad ground on mine, and it was just a bad grounding point. It could also just be the float inside the tank.

I have a cooling fluid

You have to find it. There are no tricks to this. Check your radiator and make sure it is full. If it is not put 50/50 antifreeze and water. You don't want to waste the anti freeze, but when it gets hot it has a peculiar smell resembling molasses. Run your engine until it reaches operating temperature and turn the heat on high. Have you noticed any radiator fluids under the engine? Have you smelled molasses while driving with the heat on? Do you get a wiff of molasses when the car is running and you are standing or walking around it. If yes to fluids under engine, then your leak is going to be in these areas. Assuming this is a 350Cid, or even a 305 places to check first will be your radiator hoses to and from the engine. One is at the top of the radiator and one is at the bottom. The one at the bottom attaches to the water pump and the one at the top attached to the thermostat housing on the top of the engine. Feel the hoses but be careful not to burn yourself. Check the heater hoses running from the thermostat housing to the firewall. Check the radiator for holes or small leaks. If you smell molasses while inside the truck, the leak could be in the heater core...you would really smell it and the floor would be wet under the blower on the passenger side of the truck possibly. If you cannot find any leaks whatsoever, there are two more possibilities. One, the fluid could be leaking out of the overflow on the 14 pound radiator cap while you are driving and evaporating before you notice<-unlikely. Second, check your oil for a white kinda slimy brown goo and take note if you have had performance problems and possibly white smoke out of the exhaust pipe<-this is indicative of a blown head gasket. That's it. Hope you find your leak and please, rate this solution high for me if it was helpful.
