Your best bet would be to obtain a small service manual ...Chiltons still prints them. They are available at just about every major autoparts store and run about $25 - $30 or so. You'd probably have to order it for your '03. Or look on Amazon. Another source for step by step "how to" is AutoZone's website. The beauty of the manuals are the pictures. They will show you where the vent valve is ...because there's a good chance it isn't on the canister. And the canister itself can be hidden away under some other piece of gear in the engine bay. A manual will also give you heads-up to any special considerations or procedures when doing the work. A picture's worth a thousand words but you could print a thousand words and still not paint the right picture. Get the book.
Why does dash items not work at times
There was a TSB from GM regarding instrument cluster malfunction. This link will get you the information you need to replace defective servo motors. The TSB has expired so the servos are no longer covered under warranty.

Why don't instrument panel gauges work?
cluster is probly bad causing heavy amp draw--remove instrument cluster/panel and have it refurbished at napa------wiring or module could also be bad in the harness-inspec it 1st bfore doin anything
2003 silverado fuse panel
There isn't one. The MAF is controlled by the engine control module. The control module sends the power and ground to the MAF. As it also send power to other sensors. If you have no power to the MAF, then it is in the wiring, if you have power to other sensors. IE.. TPS, EGR, and others.
