I have a 1999 Chevy
Number of problems it could be.
1. Clogged or bad fuel pump/filter
2. Plugged catalytic converters
3. Tune up, air filter, plugs & wires
4. Vacuum leaks
5. Bad cam / crank sensor
Sounds like it's starving for either fuel or air.
No brake lights new switch power to all fuses 99 siverado 2500 ???
Do you have power at the switch and if so when you hit the brake pedal does it go through the switch? If so check for power at the taillight connector, if not you have a wiring problem between switch and rear of vehicle if you have power it most likely require new taillight circut boards in the taillight housings

it is probably a bad coil pack/ spark plug. if they are ok! make sure the fuel filter is good and not restricting fuel flow. check fuel flow from pump. Good-Day!
No tail lights and no inside cab lights NEED
the fuses have little metal tabs on each one . use a ohm meter to check continuity on each fuse by probing the metal tabs on each fuse with the two leads from the ohm meter. repeat until you find the culprit. many times this happens when trailer is pulled or trailer wiring harness has been chaffed
