Look at the firewall directly behind the engine. You will see the aluminum AC line projecting out from under the cowl shelf. There is a small black plastic cap on the low side port.
the process takes about thirty minutes. in three ten minute key cycles. here is how you do it . make sure that the battery is fully charged. step on parking brake pedal and leave it down this will keep the head lights off. turn the key and try to start it then leave it in the on position. you have to leave the key in the on position for ten minutes. you will see the security light on. after the ten minutes the light will go off then turn the key to the start position. turn the key all the way back to the off position and count to three. then try to start it and leave the key in the on position for another ten minutes till the security light goes out. you have to do this same process three times to reset the security system. sometimes you get lucky and it will start after the first ten minute cycle.
If the blower works on lower speeds then its likely the fuse or wiring or relay. Attached is an 2001 Impala Diagram, couldn't find the Monte online. I assume they are similar.If the relay doesn't pull the switch to the other side then you would never get full speed. (Full speed does not go through resistors normally) If you go to a Library they will let you copy their Chilton's Ref Books for like 25 cents per page. But call first and make sure they have Chilton's or similar book.
Get a used one from auto salvage yard $ 20 bucks . Had same problem on a 02 pontiac grand AM . Try moving the switch handle , lightly ,all direction's to see if they start working again , if they do it's the switch . If not , it's the hazard/ flasher module . There was a recall for the pontiac .

The problem could be a few different thing's . Test the circuit with voltage drop would be the way to find the problem . Loaded circuit ,power on. Do you know how to use a DVOM - digital volt ohm meter ? Do you know what a wiring diagram is an how to use one to pin point testing spots in a wiring circuit. . There is a fuse in the panel under the left side dash called a/c cruise. Not sure that is the problem, but sounds like a common denominator. Your diagrams are availabke on autozone.com.
