The headlight relay provides power to the dimmer relay, then power goes thru a fuse for each light for each circuit (4). The low beam fuses are in fuse block 2. The dimmer relay is controlled by the daytime running light module. The headlight and dimmer switches send signals to the DRL module. You may need a shop manual to troubleshoot the circuits.
2000 chevy metro leaks transmission fluid
Yea! A Metro owner. Welcome. Well, you have such a big, burly wrap-around engine in there, it's gonna be hard to see the...lol, just kidding.So, it's an automatic, I presume? There aren't that many places for them to leak, fortunately. The obvious places are the pan gasket for the bottom pan on the transmission/transaxle case, the two cooling lines coming out of the case and going to front of car to a fluid cooler either mounted in front of the radiator or in the radiator assembly itself, and the two drive axe seals. There is a hidden seal on the front mainshaft, but if it is leaking, fluid would come out on the lower plate between the transaxle and the rear of engine. The plate may be or have an inspection cover to remove, but the fluid would be dripping out the very bottom there and fluid would be present inside the inspection cover.That should cover the main leak prone areas. Sometimes a dipstick tube's O-ring may fail and oil seeps out around the tube. Good luck with the metro. Once you find the leak, it should be pretty apparent how to fix it. Installing driveaxle seals would be hardest, or most involved.
No rev gear
There is only one thing that causes this and that is a worn out transmission. Have it removed and rebuilt or find a good used one.

As a first course of action, I strongly suggest that you replace the ignition coil. If the ignition coil gets hot the car may stall or may not start right away till it cools down. The ignition coil is surely faulty and replacement is surely necessary.

WHAT WOULD THE SYMPTONS BE FOR A OIL LOGED EVAP
oil loged evap? the evap lines would be full of oil and the canister would have oil in it, but the evap system remove the fumes from the tank and burns them and then it filters fumes and releases them after filtering threw the evap canister, how the system would get oil lodged is nothing ive ever seen, now it may be possible to get some oil in the system if the pvc system was blocked but ive never seen this,
Where are the spark plugs located
I am not sure on that car but if it has a plastic cowling that covers the top of the engine remove it and it should expose the plug leads which will lead to the plugs
