The
engine and the automatic transmission in this vehicle are computer
controlled and in most cases when a fault occurs a fault code is
stored in the memory of the computer control module. There are
exception to this, such as the Mass Airflow Meter and fuel pressure
problems. What must be done is to have all the basic testing done
such as a scan of the system for fault codes as well as a check with
a live data scanner tool for engine functions that are not within
range of normal, a trained technician is required to know what is
correct and what isn't, then based on careful diagnostics done from
a factory repair manual the correct part is replaced or the wiring
repaired or the computer replaced (known as the PCM), which is very
rarely the problem. Other basic checks must be done as well such as
mechanical problems with the engine as well as engine state of tune
and mileage on the engine. The transmission can have mechanical
issues as well such as no gear engagement at all or a failed pump or
other pressure related problems.
Cooling fans on 1994 Caprice classic with 4.3 v8
On a vehicle this age, it is likely that the fans themselves have worn out. Test the fans by running battery power directly to the positive contact. If they start, they are OK. On 4.3 motors, there is also a seperate temp sensor to signal the fans, usually called a fan switch. I believe it operates independent of the ECM. Another possible culprit is a bad ground at the fans or even a loose or corroded negative battery cable.
LOW WATER LIGHT
I am assuming you are talking about the washer fluid.If the tank is full and the light is on the sending unit has failed.Same thing would be true for the coolant if it has a low coolant light and the radiator is full.
No power to spark plugs
V6 or V8 ? Both engines use a flat cap and standard rotor. The coil is triggered by two modules, one inside the bottom of the dist and the other mounted on or near the coil. Any of these parts could fail.You would check to see if all of the plug wires are dead, and if the coil and module has batt voltage with the key on. Also check to see if the coil will fire if not connected to the dist cap.

The ignition key switch sends power thru the neutral safety switch to the starter motor solenoid mounted on the starter motor.If the car has an anti-theft system the key has a micro chip that signals the system to function.
