Where is the fuel filter located
I have a 92 apv with a 3.8 and changed the fuel filter about a year ago. It is located underneath the vehicle on the right (drivers) side, just forward of the gas tank. I bought a new filter and just by matching up the part with the in-line filter found it pretty easily. The are several lines from the tank that run the length of the vehicle to the engine compartment and you shouldn't have a problem spotting the filter. There are a pair of tabs on the filter that need to be either compressed or opened (I can't remember which) and then twist turn the filter, and gently pull the filter off. If you have to open the tabs you may need a flat tip screwdriver to do so, I just don't remember if I needed one, or if there might be a screw mounted clip underneath holding up the gas line. Be careful not to put too much strain on the gas line as you work with it because it could snap. All I did to prep this procedure was to remove the fuel filler cap from the gas from the tank (as in when you gas up) to relieve any pressure that might be in the tank. You will have some gas leak out of the gas line when the filter is removed, so I just had some shop towels handy to allow the gas to soak into them. I did this outside, so if you are working in a garage, have the overhead door up to avoid gas fumes build-up. The new filter goes in very smoothly. Insert in the same position that the old one came out, twist into place, and the locking tabs should pop right into place. Wipe up all the spilled gas and re-install the fuel filler cap, and you should be good to go. This replacement only took me several minutes.

Only thing you can do is disconnect the battery, and unplug the alternator. Then you will need to replace your ignition tumbler.

If it's overheating within 5 blocks or so I would suspect that the O2 sensor is, for some reason, reading the engine exhaust as too rich and leaning out the fuel mixture. A lean fuel mixture will cause overheating, especially when the temp climbs that fast. There could be different reasons for it reading that way. It could be faulty, there could be an exhaust leak between it and the engine or it could be a fuel problem in the engine. I would get it checked for codes and start from there and then check out the O2 sensor itself. Hope this helps.
How do I remove the harmonic balancer on a 1992
You will need to get a puller. They can be bought at most autoparts stores, some will even rent them. Just be sure that you tell them it's for a harmonic balancer. Attach it to the balancer with the included bolts and tighten it up. When it gets tight give the tightening bolt a sharp rap with a hammer and tighten some more. Continue until the balancer comes off. Hope this helps.

Intake back fire, Make a visual inspection are spark plug wire intack? And is there coolant all over the place? No? If it was the fuel pump then you would said it surged and stalled and couldnt restart. Okay one component of interest that would pop and not restart is the distributor unit, There is a distributor and on the inside is a pick- up unit with a module it is recommended that the whole distributor and ICM be replaced.

its not to bad for someone who has changed one before. Naturally it could be a little costly if you have to pay a garage to do it. doing it yourself would probably cost you between $100-$300 dollars for the radiator depending where you bought the part, normally will cost you 2 to 2-1/2 times that cost for a garage to do it
