Why won't cruise control, power mirrors, and power windows work on my 2003 Ford Explorer?
The diagram shows fuses--circuit breaker--relay, power windows. Did you check the applicable fuse circuit for voltage, use a test light? As you can see terminals 30 and 85 at the relay are hot all the time, use a test light to check for voltage. At the relay, the bottom right wire, 86, is ground, controlled by instrument cluster.
Are there any applicable trouble codes?

Empty radiator and reservoir but not overheating
a load of codswallop
for a temp gauge to work , it has to have coolant around it
when there is no coolant the gauge will not get to overheat
most likely it would start because the motor has been cooked
what the people were try to say is that if the coolant temp sensor is working and it gets too hot the engine light comes on and it goes into limp mode which still allows you to get off the road to check things out
